Department:  Operations

SUMMARY:  Develop, coordinate, and monitor Environmental Programs.  Provide guidance and advise management on all matters regarding the environment and related matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  Include the following.  Other duties may be assigned.

Responsible for the following Water Programs:

  • Underground Injection Control

  • Spill Prevention, Control and Countermeasures

  • Best Management Practice Plan

  • Puerto Rico Aqueduct and Sewer Authority (PRASA)

  • Safe Drinking Water Act and Well water extraction

  • Submittal of reports required by the Environmental Protection Agency (EPA), Department of Health (PROSHA), Department of Natural and Environmental Resources (DNER), Puerto Rico Sewer Authority (PRASA), and Corporate.

  • Update plans as required by regulations or permits.  Provide training to appropriate personnel.

  • In charge of BMPP Site Committee.

Responsible for the following Land Programs:

  • Waste Disposal Program (hazardous and non-hazardous wastes).

  • Waste Minimization Plan (Including leading the Waste Minimization Committee).

  • Pollution Prevention Plan.

  • Biomedical Waste Program

  • Recycling Program

  • Leak Detection and Repair Program (LDAR).

  • Submittal of reports required by the:  Environmental Protection Agency (EPA), Department of Environmental and Natural Resource (DNER), Solid Waste Authority (SWA), and Corporate.  This include but is not limited to:  Biennial Hazardous Waste Report, Quarterly and Annual Recycling Report, Biomedical Reports, Pollution Prevention Reports, among others.

General responsibilities:

  • Participates as member of the Responsible Care committee.

  • Recommending, developing, and implementing policies and practices which affect the overall Site environmental climate.

  • Set, maintain, and communicate environmental metrics to Site and businesses.

  • Adapts for implementation environmental programs and procedures.

  • Counsels’ management and line supervision on environmental matters.

  • Ascertains that all processes and new designs meet the required compliance with federal and state agencies.

  • Liaisons between state and federal regulatory agencies and the company, as required.

  • Train/refresh personnel on Environmental regulations.

  • Participates in committees such as PSM and contamination prevention, as needed.

  • Participates in incident investigations and provides guidance to control and/or eliminate root causes in order to comply with Environmental

  • Keeping the management informed of any Corporate, DNER, EQB, SWA changes or court decisions that could affect site operations.

  • Making sure that all process and new designs meet Corporate, EPA, DNER, SWA regulations.

  • Ensuring that all records are kept according to the regulatory time retention requirements.

  • Perform periodic audits to verify compliance with regulations, policies, and standards.

  • Obtains all required permits for the operations of the Facility.

  • Receiving inspectors from regulatory agencies.

  • Providing data for the preparation of the SARA 311, 312 and 313 Reports.

  • Providing data for the preparation of the Sustainability Report.

  • Providing support to other environmental programs as needed.

  • Adhere to and set the example for the company core values.

SUPERVISORY RESPONSIBILITIES:  This position may carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include ensuring appropriate staff is obtained and trained (interviewing, hiring, and training employees); planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATION REQUIREMENTS:  To perform this job successfully, an individual must be able to perform each essential duty with high standards and very good performance.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND/OR EXPERIENCE:  The position requires a Bachelor’s Degree (B.S.) in Chemical Engineering, Chemistry or related from four-year college or University; and three to five years related experience and/or training; or equivalent combination of education and experience.

Knowledge in these areas is essential in order to provide effective environmental advice to the organization. The position greatest challenge is to gain the confidence and the cooperation of the line organization by providing the services and expertise it requires.

LANGUAGE SKILLS:  Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to effectively present information to top management, public groups, and/or boards of directors.  Excellent Oral/Written skills in English and Spanish.

MATHEMATICAL SKILLS:  Ability to work with mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.  Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITIES:  Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

This role provides support to an operation that runs 7/24, therefore requirement to provide support outside normal work schedule may be required
