Human Resources (HR) serves the UCI enterprise in three distinct business units: Health (Academic Hospitals and Community Network), College of Health Sciences, and Main Campus. HR's vision is to empower people to drive a culture of innovation, learning, and service that requires us to enable the success of individuals within the community and those who aspire to join.
The HR enterprise consists of the Partnership for Strategy and Innovation (Partnership), People Services, Health HR, Campus HR, and the Office of the Senior Vice President and Vice Chancellor, Human Resources. The Partnership serves as a strategic center responsible for planning and implementing strategic initiatives across the entire HR enterprise. People Services is a trusted partner in providing administrative support functions that allow the UCI community to focus on their core functions to accomplish the mission of teaching, research, public service, and patient care. Members of the Partnership and People Services work in close collaboration with all three business units to leverage expertise across the enterprise.
The Executive Director of Community Network Human Resources (HR) is charged with ensuring the delivery of excellent strategic HR services to Health Community Network clients. Health Community Network includes four community hospitals (Fountain Valley, Lakewood, Los Alamitos, and Placentia-Linda) and associated outpatient locations.
The Executive Director currently reports to the Senior Vice President and Vice Chancellor for HR, directs the Chief HR Officers of Community Network locations, and collaborates with other members of the HR leadership team. The role is client-centric in that the incumbent must meet the needs and expectations of the respective clients and ensure that the HR business partner teams are meeting their customer service goals. Ensures clients and employees obtain the highest quality of services through People Services units and other subject-matter experts within Human Resources and lead efforts to resolve escalations. The Executive Director oversees the delivery of HR services in a union environment, provides strategic advice and support to the Community Network leaders, and oversees the daily operations of the Community Network HR units. The Executive Director collaborates with Community Network executive leaders to understand their HR business requirements, develop solutions and provide consultation.
The Executive Director participates with other senior managers to establish strategic plans and objectives. Makes decisions on HR matters and ensures achievement of objectives. Responsible for managing and directing the HR units of Health Community Network hospitals and ambulatory centers. Reviews and approves recommendations for operational planning and control. Erroneous decisions will have a serious impact on the overall success of a department, division, or organization. Responsible for departmental results, including costs, allocation of resources, methods, and staffing. Manages several central HR functions, with subordinate managers responsible for each specific HR function. Identifies functional objectives for the organization, and determining the resources necessary to achieve those objectives.
Priority consideration will be given to current staff employees that meet the minimum requirements in an effort to provide promotional opportunities within.

Advanced knowledge of organizational and systemwide personnel policies and applicable laws and regulations.
Advanced knowledge of specific functions in a university's HR management information systems.
Strong working knowledge of best practices in HR client-based operations management.
Excellent communication skills with a diversity of communication styles; demonstrates a high level of political acumen; communicates effectively orally and in writing.
Demonstrated ability to make decisions regarding hiring, evaluating, and development of subordinates.
Exceptional management skills that include collaboration, coaching and developing subordinates; ability to build relationships.
Advanced understanding of the unit goals and ability to determine the best way of achieving unit goals.
Demonstrated ability to handle extremely difficult or volatile situations / individuals effectively.
Demonstrated experience building competencies and developing skills of others.
Strong understanding of hospital operations and regulatory requirements in healthcare.
Bachelor's degree in related area and / or equivalent experience / training
Minimum eight years relevant experience delivering client-based HR solutions in a senior management capacity.
Professional experience working in human resources in a healthcare organization.
Professional experience working in human resources in a union environment.
Preferred
SHRM-CP or SHRM-SCP Certification or PHR or SPHR Certification
Experience as a human resource professional at UC Irvine.
Special Conditions
Supports offices in Orange, Irvine, Fountain Valley, Lakewood, Los Alamitos, Placentia, and other locations in Orange County; must be able to reliably report to these different worksites at different times, with little notice.
Must be able to work different schedules, as required by events.
Some travel may be required.
